Environmental impact assessment

An environmental impact assessment (also “OVOS”, the Russian-format EIA) involves identification and recording of direct and indirect impacts of a proposed activity on the environment so that a decision could be made on whether the activity is feasible or possible.

The main purpose of an EIA is to prevent or mitigate the activity’s environmental impact and the associated social, economic and other consequences.

Pursuant to Federal Law No 7-FZ “On environmental protection” dated 10/01/2002, an EIA is performed in relation to a proposed economic or other activity that may have a direct or indirect environmental impact irrespective of the respective organisation’s legal form.

The EIA serves to meet following objectives:

  • Implementation of environmental requirements to the proposed activity; substantiation of environmental and social activities;
  • Facilitation of a positive decision to finance the project (development of an international format environmental and social impact assessment (ESIA) and development of action plans);
  • Successful passing of the state environmental expert review and/or state expert review of design documentation; procurement of a construction permit).

Specific EIA-related activities include:

  • Substantiation of national / international criteria of the environmental and social impact assessment (depending on whether the assessment has to be performed in the OVOS / ESIA format);
  • A preliminary environmental assessment of the proposed activity;
  • Preliminary consultations with stakeholders (identification of participants of the EIA process);
  • Consideration of implementation options and alternatives;
  • Review of baseline environmental and social studies, environmental engineering surveys;
  • EIA-related investigation, an environmental and social impact assessment of the proposed activity;
  • Environmental substantiation of impact reduction and/or prevention measures;
  • Development of recommendations for a post-project review;
  • Research of the public’s perception of the proposed activity;
  • Development of environmental and social action plans (ESAP) for an EIA-format assessment;
  • Support during the state environmental expert review and/or state expert review of design documentation.
