Establishment and substantiation of proposed maximum permissible discharges into water bodies and centralised wastewater disposal systems

In accordance with Federal Law No 7-FZ “On environmental protection” dated 10/01/2002, disposal of production and consumption waste is classified as an environmental impact.

Also, Federal Law No 89-FZ “On production and consumption waste” dated 24/06/1198 states that:

  • Waste generation and disposal limits are imposed on legal entities and private entrepreneurs involved in waste management activities for the purposes of protecting the environment and human health and reducing amounts of waste;
  • When operating buildings, structures and facilities related to waste management, legal entities and private entrepreneurs must propose waste generation and disposal limits in line with the following laws and regulations:
    • Federal Law No 7-FZ “On environmental protection” dated 10/01/2002;
    • Federal Law No 89-FZ “On production and consumption waste” dated 24/06/1998;
    • Federal Law No 52-FZ “On sanitary and epidemiological welfare of population” dated 30/03/1999;
    • Federal Law No 99-FZ “On licencing of certain activities” dated 04/05/2011;
    • Federal Law No 712-FZ “On certification of Hazard Class 1-4 waste” dated 16/08/2013;
    • Order No 511 “On approval of criteria for classification of hazardous waste” of the Ministry of Natural Resources dated 15/06/2001;
    • Order No 792 “On approval of the state waste cadastre administration procedure” of the Ministry of Natural Resources dated 30/09/2001;
    • Order No 50 “On the procedure for developing and approving waste generation and disposal limits” of the Ministry of Natural Resources dated 25/02/2010;

    • Order No 349 “On approval of the guidelines for development of waste generation and disposal limits” of the Ministry of Natural Resources dated 05/08/2014;

    • Sanitary norms and rules SanPiN 2.1.7.1322-03 “Health requirements to disposal and neutralisation of production and consumption waste”.

The objectives of our waste-related services are:

  • Propose waste generation and disposal limits for production activities;
  • Develop economically and technical feasible activities to ensure a permissible level of the environmental impact in relation to management of production and consumption waste (where necessary);
  • Procure an approval for the proposed waste generation and disposal limits.

Specific activities include:

  • Stock-taking of production and consumption waste;
  • Compositional and quantitative chemical analysis of waste;
  • Development of proposed waste generation and disposal limits;
  • Approval of the proposed waste generation and disposal limits and procurement of an approval from state authorities.
