Environmental legislation is a dynamically developing complex branch of Russian legislation; its proper interpretation and application is not possible without expertise in civil, urban planning, land, water, forest, administrative, and other legislation, as well as expertise in standard technical documents (SanPiN, GOST, SNiP), law enforcement and judicial practice.

Environmental legislation includes large quantity of unsystematized legislative and departmental standard acts, has legal hiatus and judicial conflicts; its application practice is inconsistent and contradictory. At the same time, not knowing or ignoring the mandatory environmental requirements stipulated by the legislation causes serious judicial and financial risks for the plant (penal sanctions, suspension of operations, permit cancellation).
