A strategic environmental assessment looks at the proposed activity’s compliance with environmental requirements and the probable environmental and socio-economic implications of the proposed strategic solutions. Strategic environmental assessments (SEA) as a pre-emptive tool have been proactively used in several countries for several decades and comprise a system of approaches to embed environmental considerations in strategic planning and assess their connection with environmental and social aspects.
The purpose of the conference was to present the SEA practices used by individual countries including Russia. The conference was arranged jointly by the Ministry of Natural Resources, UNDP and GEF (as part of their programme on preservation of biodiversity in the Russian energy sector’s policy and development programmes), the Espoo Convention and the Protocol on Strategic Environmental Assessment secretariat, and WWF Russia.
During the conference, reports were made by representatives of the Russian Ministry of Natural Resources, the Espoo Convention and the Protocol on Strategic Environmental Assessment secretariat, as well as Russian and international experts.
SHANECO was represented by S. Vasilyev, the 1st Deputy CEO and the head of the Scientific and Methodological Council, who presented the history of the SEA in Russia and how it was applied during development of master plans of Moscow and Kazan.
