Environmental impact assessment (OVOS) is a procedure which aims at supporting environmentally sound project solutions. Ten years ago the OVOS procedure was brought into action, and regulatory and legal framework of Russia has been changing significantly during this period. New Urban planning code was adopted; new approaches for experts’ reviews of urban planning as well as architectural and construction documentation were also formulated as part of the administrative reform implementation.
