Developing the project of sanitary protection zone for Moscow Oil Refinery (MNPZ)
SHANECO Group has been contracted for developing the project of sanitary protection zone (SPZ) for the largest oil supplier of Moscow region, one of the largest refineries of Russia—Moscow Oil Refinery (MNPZ). The project was initiated with the purpose of decreasing the size of the Factory's SPZ, reducing pollutant emissions, and reorganizing the industrial zone of Kapotnya Microdistrict. In the course of work, the SHANECO specialists conducted wide range of investigations, calculations, analyses, and consultations; many meetings with stakeholders were held.
Crucial stages of the Project development included the following:
- Identifying significant environmental aspects determining the SPZ size;
- Creating inventory data bases and making qualitative assessments on significant impact factors;
- Generating and approving the estimated data on contribution from extraneous sources to ambient air pollution;
- Optimizing technical measures on environmental, sanitary hygienic, technological, planning, and financial aspects;
- Assigning quotas on impacts by main business units;
- Determining environmental conditions and preferences for the planned reconstruction of the Factory;
- Adjusting data bases, carrying out estimations of chemical and noise pollution levels of ambient air after reconstruction and determining quotas on significant sources;
- Working out proposals on development of urban plan including the conditions of possible changes in layout plan of the Factory;
- Technical support and field supervision of implementation of the environmental action plan;
In the future, the conducted work will allow to market the Factory as an enterprise without unmanageable environmental issues, eliminate payments for excessive environmental impacts, and obtain the license of Environmental Protection Quality System.
